- Harnessing Solar Energy for Urban Regeneration: Advancing Energy Communities to Mitigate Poverty and Empower Social NeighbourhoodsPublication . Viana, Susana; Aelenei, Laura Elena; Ortigão, Margarida; Rodrigues, Ana; Cunha-e-Sá, Maria A.; Goncalves, Helder; Dinis, J.; Monteiro, Casimiro; Cabral, Joaquim; Segura, Iván Luque; Salom, J.ABSTRACT: This paper investigates Renewable Energy Communities (RECs) as innovative instruments for urban regeneration, focusing on their dual role in advancing decarbonisation and mitigating energy poverty. Cascais Municipality, aligned with EU climate neutrality objectives, launched a pilot in Alcabideche integrating technical deployment with social engagement. The intervention included photovoltaic (PV) systems on five public buildings (two with storage) and five social housing blocks, complemented by three electric vehicle chargers. Preliminary monitoring indicates reductions in household electricity bills of up to 30%, contributing directly to alleviating energy poverty. To complement the technical implementation, structured surveys and focus groups were conducted with residents and local stakeholders. Findings reveal high levels of interest in participating in RECs, though concerns remain regarding information accessibility, trust in governance structures, and long-term benefits. Citizen engagement activities proved essential in overcoming these barriers, reinforcing social acceptance and community ownership. The initiative is supported by the WeGenerate project, which provides frameworks for replicating REC models across Europe, linking technological innovation with participatory governance. Results demonstrate that socially inclusive RECs can simultaneously enhance energy efficiency, reduce carbon emissions, and strengthen social cohesion, positioning them as critical enablers of equitable and resilient urban regeneration.
- Towards climate adaptation: a case study of a Coastal City in PortugalPublication . Aelenei, Laura Elena; Viana, Susana; Simões, Teresa; Amorim, Filipa; Simoes, Sofia; Barbosa, Juliana; Justino, Paulo Alexandre; Dinis, J.; Fernandes, G.ABSTRACT: The importance of climate-neutral and smart cities was addressed by the European Commission (EU) through the financing program EU Missions, as a response to the urban and energy challenges to promote innovative solutions and strategies and to deliver tangible results by 2050. To manifest their Expressions of Interest to join the EU Cities Mission, several cities across Europe applied for funding to support their local action plans toward reaching climate neutrality by 2030/2050. One example is the research European project Re-Value focusing on waterfront cities and aiming to transform the waterfront cities zones from a risk to an opportunity, through a New European Bauhaus (NEB) inspired value and impact model that allows urban transformation strategies to value quality and other non-monetary benefits in addition to (only) pricing and GHG emission reductions. This paper presents the results of the preliminary analysis developed in one of the 9 cities of the project, Cascais, located on the Portuguese coast. The results will contribute to a detailed roadmap actions and update of the Cascais long-term Territorial Transformation Plans to accelerate its journey to climate neutrality by 2050. As one of Cascais ambitions and main point of the developing roadmap is the adoption of the decentralised renewable energy generation, a spatial analysis of the potential for wind energy and solar PV energy in rooftops along with the wave energy potential assessment along the coast was done. In addition, a Decision Support Tool (DST) using the most relevant Key Performance Indicators (KPIs) for energy transition was used, to support Cascais implementation of the measures that will have the highest impact in inhabitant’s lives. The tool enables to evaluate how KPI’s from different sectors will evolve considering three different socioeconomic development scenarios.

Aelenei, Laura Elena; Viana, Susana; Simões, Teresa; Amorim, Filipa; Simoes, Sofia; Barbosa, Juliana Pacheco; Justino, Paulo Alexandre; Goncalves, Helder; Dinis, J.; Fernandes, G.ABSTRACT: The present study focuses on the use of complementary numerical tools to support the development of a climate neutrality roadmap for Cascais, a coastal Portuguese city and one of the nine pilot cities in the Re-Value project. The results contribute to refining the roadmap and updating Cascais' long-term Territorial Transformation Plans to accelerate its journey to climate neutrality by 2050. For this, a spatial analysis was conducted to assess the potential for rooftop solar PV, onshore wind energy, and wave energy along the coastline. Additionally, an innovative and simplified Decision Support Tool (DST) was developed to support municipalities in the development of their climate neutrality roadmaps and was used in the design of the scenarios and trajectories, which are now being integrated into the climate neutrality roadmap for Cascais. The DST tool results show that in the High Development scenario, when compared with the reference year of 2019, the total final energy demand can decrease by 7.2 % in 2050 due to the implementation of energy efficiency measures following the concept "Energy Efficiency First" and along with the increase of electrification, the introduction of hydrogen in the transport sector, and a broader implementation of renewable energy in the urban fabric and public spaces, Green House Gas (GHG) emissions can decrease by 82 % in 2050.
