M.; Lopes, Tiago; Gírio, Francisco; Ponce Leao, Maria TeresaABSTRACT: This Policy Brief provides an overview of the technologies and challenges associated with hydrogen storage, a fundamental link in the hydrogen value chain. Portugal reached an electricity share of about 70% from renewable energy sources in 2023 (APREN, 2024). It is an outstanding historical achievement. The electricity share from wind energy was 27.3%, followed by hydropower generation with 24.7%, solar with 12.1%, and biomass with about 6%. The Portuguese energy mix has undoubtedly been diversified, but to achieve the national goal of becoming carbon-neutral, it is necessary to increase the efforts to decarbonise our industries, transport, residential, and agricultural sectors. The revised Energy and Climate National Plan (PNEC) 2030 states that about 3 GW of electrolysers shall be installed by 2030, and this will require renewable energy electricity generation capacity in the order of 8.6 GW from different onshore and offshore sources. Solar and wind energy are the technologies expected to grow the most in the next decade. The increase in such renewable energy power plants implies greater integration challenges due to their variability in time. Therefore, incorporating energy carriers that can absorb the excess energy and supply it back when necessary is paramount to guarantee the flexibility needed to maintain our grids operating smoothly and continuously. This could be achieved through hydrogen (H2) production, storage, distribution, transformation into other compounds, and use in different sectors. However, the hydrogen market is incipient. To develop it, it is necessary to rely on emerging technologies that must be tested and then upscaled, counting on the support and involvement of public and private actors.

As empresas que pretendam inovar e competir podem estabelecer parcerias com as suas congéneres estrangeiras utilizando esta rede. Necessitam também de instrumentos que lhes permitam avaliar o seu desempenho. As crescentes preocupações com o Desenvolvimento Sustentável levaram ao progressivo reequacionamento das atividades empresariais tendo em conta os aspetos ambientais e sociais e não apenas os tradicionalmente utilizados na avaliação do desempenho das empresas, essencialmente os económicos e técnicos. É assim que surge a necessidade de uma atualização da metologia da Análise do Valor, passando a integrar os componentes da Sustentabilidade na definição de Valor Sustentável. O Valor Ssutentável, proposto nesta brochura, é um indicador calculado a partir da relação desempenho versus recursos envolvidos de modo a garantir esse desempenho. Tem em linha de conta a tripla linha de base da sustentabilidade e não apenas interesses economicistas contribuindo também para a circularidade da economia.
- Sustainable Production Programme in Setubal Region (PROSSET) : final resultsPublication . In this paper its final results are presented. The programme included cleaner production (CP) demonstration projects developed in 10 companies located in the region and the involvement of local stakeholders, aiming at stimulating the diffusion and application of sustainable development principles in the region. The CP projects allowed the team to generate environmental, economic and social benefits for the companies, and also to achieve improvements in the quality of the regional environment. The role of stakeholders is discussed, in terms of subsequent actions taken by them.

The Programme includes cleaner production (CP) demonstration projects developed in 10 companies located in the Setúbal Region and the testing of methodologies to promote the sustainability of the Programme. Both the involvement of local agents and the training and/or awareness of workers and locals were considered necessary. The INETI/ITA team developed an action plan aimed at the effective involvement of local actors in the PROSSET Programme in addition to the in-company activities.
- Sustainable value and cleaner productionPublication . Henriques, José João M. Silva; Catarino, JustinaAs defined by the World Business Council for Sustainable Development in 1992, "eco-efficiency is achieved by the delivery of competitively priced goods and services that satisfy human needs and bring quality of life, while progressively reducing ecological impacts and resource intensity throughout the life-cycle to a level at least in line with the Earth’s estimated carrying capacity."Eco-Efficiency becomes then a management strategy, which aims at improving the economic and ecological efficiency of companies, attaining a higher Value with fewer inputs, materials and energy and fewer outputs, waste (i.e. pollution in the form of emissions and waste). The result is a higher Value for companies, defined as the relationship between the satisfaction of needs and the resources used in achieving that satisfaction, as well as the increase of their competitiveness. Using the synergies between tools used by Value Management (Value Analysis) and Eco-efficiency (Cleaner Production), the Sustainable Value methodology was developed, and it integrates the three aspects of Sustainability (economic, environment and social) in Value evaluation. The aim of this approach is to increase Sustainable Value of the study subjects (value subject being the application of the methodology to a specific subject) by evaluating their satisfaction levels taking into account environmental and social aspects. The resources used to attain that satisfaction of needs are also characterized in an explicit way in terms of environmental, social and economic aspects. To attain these results an eight phases working plan, to be developed by a team, is presented. To test and validate this methodology some projects have been developed, involving 19 enterprises where the approach was implemented. Those companies, in most cases Small and Medium ones, came from different activity areas and different regions covering almost the whole Portuguese territory. Also the results emerging from the application in the different companies are presented as well as conclusions and suggestions about some conditions that must be fulfilled for the success of the introduction and implementation of these approaches in a company.
- Sustainable value and cleaner production: research and application in 19 Portuguese SMEPublication . Henriques, José João M. The result of implementing this strategy is the delivery of products and services that satisfy human needs, at lower costs while reducing the ecological impacts and resource intensity. This means a higher Value for companies, defined as the relationship between the satisfaction of needs and the resources used in achieving that satisfaction, as well as the increase of their competitiveness. The purpose of this research was to develop the Sustainable Value concept using the synergies between tools from Value Management, Value Analysis and from Eco-efficiency, Cleaner Production. The result is an indicator that integrates the three aspects of Sustainability: economic, environment and social and enables the monitoring of the evolution of those aspects in a company. The aim of this approach is to increase the Sustainable Value of the study subject, this being defined as the specific subject to which the methodology is applied, either a product or a process in a company. The satisfaction levels are evaluated considering environmental and social aspects. The resources used to attain that satisfaction of needs are also characterized in an explicit way in terms of environmental, social and economic aspects. The proposed Sustainable Value methodology, with an eight phases working plan, developed by a team, was validated by undertaking three projects, involving 19 Small and Medium Enterprises where Sustainable Value concept was implemented. They represent a wide range of activity areas in different regions of the country, covering almost the whole Portuguese territory. The application of the proposed methodology in the different companies shows the benefits concerning the inputs reduction (water, energy and materials) as well as emissions and waste reduction. The increase of the company’s productivity and collaborators social welfare is also highlighted. Performance, costs and sustainable value variations are quantified. A first important conclusion that can be taken from the reported experiences is that the use of Sustainable Value Methodology enables the diagnosis of the main problems related to processes and products and the quantification of the used resources, and takes into account the three aspects of Sustainability: economic, environmental and social. Another conclusion is the applicability of the methodology to companies of different size and sectors. The same happens and is confirmed in existent literature about the subject with other approaches. The improvement of Sustainable Value of the study subjects is reflected in the competitiveness of the companies. Some suggestions about conditions that must be fulfilled for the success of the introduction and implementation of this approach in a company are also presented.
- Value analysis: an approach to sustainabilityPublication . Henriques, José João M. Silva; Catarino, Justina; Alexandre, Jorge; Maia, Anabela; Rodrigues, Fátima; Camocho, DavidSince the birth of Value Analysis (VA), during last century, by L. D. Miles all Value Management (VM) tools aim at increasing the Value of a VA subject, this being defined as the relationship between the satisfaction of needs and the resources used in achieving this satisfaction [1]. VA, which led to VM, was seen, formerly, as a cost reduction tool, even if using a functional approach. Today this is no longer possible and any VM study must take into account the different stakeholders needs and expectations. Technical and economical aspects can no longer be separated from environmental and social ones which means that the three components of Sustainability must be considered. The authors, coming from different backgrounds and experiences, have been developing, testing and implementing a methodology – Sustainable Value – profiting from the synergies between VA and other methodologies and concepts connected with Sustainability, mainly Cleaner Production and Eco-efficiency ones. The main difference towards any ordinary VA application is that through all the VA work plan special attention is paid to the three Sustainability vectors: economical, social and environmental - in the gathering of data, in the characterisation of functions during functional analysis, during creativity and in the evaluation of ideas. This approach has already been tested and implemented in about 20 companies from different areas: metal mechanics, plastic transformation, detergents, automotive components, quarrying and stone processing, etc. The proposal is to present this approach as well as some results and difficulties in its implementation.
