O projecto GreenMed teve a duração de 3 anos e foi financiado pelo programa LIFE-Ambiente. Tem como objectivo promover práticas de aquisições públicas ambientalmente orientadas nos países mediterrânicos através do desenvolvimento de ferramentas inovadoras e de planos de acção neste domínio. Os grupos alvos deste projecto são as autoridades locais da Grécia e de Portugal. Este projecto inovador em Portugal teve a coordenação científica do CENDES - Centro para o Desenvolvimento Empresarial Sustentável do Instituto Nacional de Engenharia, Tecnologia e Inovação (INETI), tendo sido aplicado na Câmara Municipal de Torres Vedras. O projecto contou ainda com parceiros gregos, nomeadamente o município de Neo Psychico, tendo sido trocada experiência entre Portugal e a Grécia

- Sustainable public procurement: a contribution to achieving low carbon footprint buildingsPublication . Duarte, Ana Paula; Farto, Ana; Trindade, PaulaABSTRACT: LIFE ReNatural NZEB project and is part of action B3 of the project "Demonstration experiences of NZEB with low carbon footprint". The article intends to present the results obtained in the development of the model, for which two surveys were sent to several construction companies and material supplying companies. These surveys aimed at knowing the market's ability to comply with the sustainability criteria for low carbon footprint residential buildings. The model was defined based on the analysis of national and international good practices that were collected, the EU GPP criteria and the manual "Green Public Procurement Criteria under ENCPE 2020 for Design, Construction and Management of Office Buildings". The model is divided into five parts: selection of the design team and contractors; detailed design and performance requirements; dismantling, demolition, and site preparation works; construction of the building or major renovation works; and finalization and handover. Overall, it was found that companies in the construction sector can meet most of the selection criteria for the design team and contractors and for some of the technical specifications. It was also found that material suppliers can meet the various sustainability criteria for materials.

Trindade, Paula; Barbosa, Juliana; Amorim, Filipa; Simoes, Sofia; Lima, Ana TeresaABSTRACT: The main objective of this paper is to review policy goals, measures and instruments across the following policy areas: climate, energy; environment (including CE) and industry. This review's objective is twofold: (1) to assess and characterise synergies and antagonisms among policy domains regarding CE and climate mitigation, and (2) to identify innovative and effective policy approaches for integrating CE into climate action. The analysis will focus on the EU+ policy level, with some incursions at Member State level (+UK) for the cases where best practices in integrating CE policies are identified. The policies assessment will feed into the climate mitigation scenarios for circular construction.

- Sustainable Production Programme in Setúbal Region (PROSSET) : preliminary results1Publication . The Programme includes cleaner production (CP) demonstration projects developed in 10 companies located in the Setúbal Region and the testing of methodologies to promote the sustainability of the Programme. Both the involvement of local agents and the training and/or awareness of workers and locals were considered necessary. The INETI/ITA team developed an action plan aimed at the effective involvement of local actors in the PROSSET Programme in addition to the in-company activities.

- Sustainable Production Programme in Setubal Region (PROSSET) : final resultsPublication . Duarte, Ana Paula; Ventura, Fernando; Sousa Rocha, Cristina; Catarino, Justina; Frazão, Rui; Maia, Anabela; Trindade, Paula; Lança, Ana; Peneda, Maria Constança; Fernandes, RuiABSTRACT: Between 1997 and 1999, a Sustainable Production Programme was developed in the Portuguese Setubal region. In this paper its final results are presented. The programme included cleaner production (CP) demonstration projects developed in 10 companies located in the region and the involvement of local stakeholders, aiming at stimulating the diffusion and application of sustainable development principles in the region. The CP projects allowed the team to generate environmental, economic and social benefits for the companies, and also to achieve improvements in the quality of the regional environment. The role of stakeholders is discussed, in terms of subsequent actions taken by them.

The share of PPI is highly associated with determinants from ‘‘demand pull’’ as well as ‘‘supply push’’. These findings open new opportunities for the study of the drivers of public procurement for innovation. The study also provides a new methodology for benchmarking.
