RESUMEN: Con la disponibilidad de información referente a la legislación del autoconsumo vigente en Ecuador y España, se procede a realizar un análisis comparativo, enfocado a identificar directrices que contribuyan a mejorar su funcionamiento y posibiliten alcanzar un equilibrio entre: el estado, los proveedores, los distribuidores y los microgeneradores. Para alcanzar esta meta, en primer lugar, se presenta la situación de la generación y distribución eléctrica en los dos países. A continuación, se contrasta la legislación vigente para el funcionamiento de los sistemas de autoconsumo fotovoltaico. Los resultados del análisis presentan diferencias considerables, destacando la compensación de los excedentes, donde existe un mayor beneficio para el usuario final en la modalidad ecuatoriana, y una más estructurada legislación en la modalidad española. Finalmente, se desarrolla un análisis económico de los costes relacionados con el funcionamiento de los sistemas de autoconsumo en Ecuador y España.
ABSTRACT: With the wide availability of information about self-consumption regulation in Ecuador and Spain, a comparative analysis will be developed, in order to identify guidelines to promote the performance of self-consumption and to reach and equilibrium between the state, utilities and prosumers. First, an outline of electrical generation and distribution will be presented. Then, normative for self-consumption will be compared. The results arising from analysis show important differences between the two countries, standing out the retribution of the surplus energy in Ecuador, and a more structured laws in Spain. Last of all, there will be presented an economic analysis of cost related with self-consumption.
