RESUMEN: El objeto del proyecto es realizar un diagnóstico de la situación actual de la ciudad, evaluar el grado de cumplimiento de la normativa vigente y proponer cuales deben ser las líneas de actuación futura que debe tomar Vitoria-Gasteiz para conseguir ser una ciudad libre de emisiones. Asimismo, se hace partícipe a la sociedad, a través de los distintos Grupos de interés existentes, de las diferentes propuestas y planes, para conseguir tanto implicar como conseguir el feed-back de los distintos colectivos a las propuestas expuesta para este cambio de modelo energético. Para la elaboración del diagnóstico se ha partido de dos premisas básicas: por un lado, los compromisos, planes y documentos ya elaborados. Por otro lado, se han tenido en cuenta la evolución tecnológica tanto de los sistemas de aprovechamiento eficiente de la energía, de las energías renovables y de las tecnologías de información y comunicación y las iniciativas que se están llevando a cabo en otras ciudades de nuestro entorno cultural urbanístico y la evolución de la sociedad en cuanto a la asunción y asimilación de nuevos retos.
ABSTRACT: The project objective is to carry out a diagnosis of the current situation, evaluate the degree of compliance with current regulations and propose what should be the lines of action that Vitoria-Gasteiz should take in order to become an emissions-free city. Likewise, society is involved, through the different stakeholders, in the different proposals and plans, to both involve and get the feedback from the different groups to achieve this change in the energy model. The elaboration of the diagnosis started from two basic premises: on the one hand, the commitments, plans and documents already prepared. On the other hand, the technological evolution of both systems for efficient use of energy, renewable energies and information and communication technologies and the initiatives that are being carried out in other cities and the evolution of society in terms of assuming and assimilating new challenges.
